EXPRESSION OF INTEREST -  Cultural/Diversity Awareness Training For Drivers & Others

The following is provided in good faith and is intended only as a preliminary background explanation to Translink’s requirement it does not purport to be all inclusive.

The requirement is to develop and deliver a number of half day training sessions in Belfast and Londonderry to be attended by Bus Drivers and others.  This training will form the morning half of the Driver Training Day (3.5 Hours) and the content must comply with the requirements of the Driver CPC (Certificate of Professional Competence) legislation which comes into force in September 2008.

There will be approximately 90 sessions in Belfast each attended by approximately 20 Drivers and others.  There will also be approximately 35 sessions in Londonderry each attended by approximately 15 Drivers and others.

The Belfast courses will be delivered in Translink premises in central Belfast and the Londonderry sessions will be delivered in a commercial venue in Londonderry.  Each session will begin at 0900 and conclude at 12.30.

The selected provider must be able to deliver courses in Belfast each Monday, Tuesday and Wednesday and courses in Londonderry on Thursdays. It is envisaged that the programme of courses will begin in November 2008 with an aim to conclude the programme by June/July 2009.  It may be necessary to also present some sessions in August 2009.

Organisations who wish to be considered should indicate (in section 10 of this PQQ) their experience in delivering Cultural/Diversity Awareness training in a Northern Ireland context. 

They should include details of their trainers and include contingency plans should their nominated trainer/s be unavailable.  We would also like to be made aware (in section 11 of this PQQ) of any other training commitments you would be undertaking at the same time as the above programme is to be delivered.

EXPRESSION OF INTEREST - Civil Engineering Consultants - Pre- Qualified List

In order to assist with our programmed Structures Maintenance and Capital Projects over the a three year period beginning in August 2008 the Structures Department wish to draw up a ‘Pre-Qualification List’ of Civil Engineering Consultants who will be invited to tender for various programmed Capital Projects and Structures Maintenance projects throughout this period. 

Consultants from the pre-qualified list will also subsequently be invited to tender for a ‘Minor Works Civil / Structural Consultancy Services’ contract where the successful Consultant will carry out various reporting, design and supervision works required as part of the Structures Maintenance contract, in ‘emergency’ situations and for small Capital Projects. Appointments for each scheme will be made on individual basis.  This contract will last for 3 years.      

The anticipated professional fees for Consultants under the Structures Maintenance contract will be approximately £80,000 per annum. Fees for individual projects within Structures Maintenance will generally be less that £10,000, though ‘Emergency Works’ will occasionally exceed this limit.

The Capital Projects budget is subject to continuing review and appraisal but planned total expenditure is approximately £2.0M per annum over the next three years with the annual anticipated professional fees for Consultants estimated at £400,000 per annum across a number of projects.  The type of Projects to be carried out will vary in scale and nature but will generally have a total capital value between £50,000 and £500,000, though some recent contracts have exceeded this upper limit.

Consultants may also be required, where appropriate, to provide CDM Coordinator Services in accordance with the CDM Regulations.

A number of Contractors from the list will subsequently be invited to tender for a ‘Dayworks’ measured contract for Maintenance and Minor Capital Works which will last 3 years.      

Structures Maintenance expenditure for the Contractor’s ‘Dayworks’ contract is anticipated to be approximately £450,000 per annum. Individual projects within the Maintenance and Minor Capital Works contract will generally be less that £30,000, though ‘Emergency Works’ will occasionally exceed this limit.

Capital Projects of value in excess of £30,000 will generally be tendered on a project by project basis from the pre-qualified list of Contractors.

The Capital Project budget is subject to continuing review and appraisal but planned expenditure is approximately £2.0M per annum over the next three years.  The type of projects to be carried out for each project will vary in scale and nature but will generally be of value between £50,000 and £500,000, though some recent contracts have exceeded this upper limit.  

Capital project schemes ranges from sea defence and embankment repairs to bridge replacements.

EXPRESSION OF INTEREST -
EMPLOYMENT LAW SOLICITORS

 

Advice on all employment law matters.

 

Representing Translink with regards to matters of employment law in employment tribunals and other settings.  During the year ending March 2008 there were 20 active tribunal cases against Translink. Translink would experience tribunal cases in all areas of employment law jurisdiction with currently disability discrimination claims being the most common.

 

Translink may contract more than one organisation to provide the above services if it represents value for money.

 

The result of this exercise will be to shortlisted Applicants which it is hoped will be invited to tender for this requirement.

 

The length of the initial contract is anticipated to be 3 years with an option for a further 3 years. This contract is anticipated to commence in Quarter 1 2009.

EXPRESSION OF INTEREST - Supply And Maintenance Of A Manually-Operated Co-Acting Gates System

Northern Ireland Railways Company Ltd (NIR) invites applications from competent contractors for the supply, installation, testing and maintenance, of a Co-acting Gates System for trial at a User Worked Railway Crossing.  NIR wishes to award the contract to a single/lead supplier.

Applicants must be capable of providing (either directly or via sub-contract/partnership) the following items:
• Co-acting mechanism for gates;
• Co-acting latching mechanism;
• Gates and gateposts for co-acting gates system;
• Maintenance and support for all of the above.

NIR requires delivery and installation of the Co-acting Gates System in two phases, as follows:

Phase 1) Prototype fully developed and tested by mid-December 2008;
Phase 2) Trial system installed and commissioned by mid-February 2009.

Maintenance support is required to cover a trial operation of the system for twelve months from the date of commissioning.
The system to be supplied must comply with the specification currently being developed by NIR.  The successful contractor will be expected to contribute to the finalisation of the specification and the onus will be on the supplier to demonstrate compliance.

The contract will be restricted to the development of a compliant prototype and the subsequent installation, testing, operation and maintenance of the system at a trial location (to be decided by NIR).

Outline specification

The list below provides an indication of the main elements required of the Co acting Gates System

(N.B. This is not an exhaustive list of requirements and is subject to change):

i) Co-acting Latch mechanism: a means to latch and un-latch the gates on both sides of the railway from either side of the railway [e.g. Hydraulic circuit or mechanical cables (e.g. Bowden cables)];

ii) Co-acting Gate mechanism: a means to open and close the gates on both sides of the railway from either side of the railway [e.g. Hydraulic circuit using rotary actuators];

iii) Means to manually override the system in the event of a failure so that the gates can be latched/unlatched and opened/closed completely independently if required;

iv) Means to secure the gates in both the open and the closed positions [e.g. a separate gate-post for securing gates in the open position];

v) Gates and gateposts [e.g. Box-section galvanised steel with appropriate hinges and fixing points for the co-acting latches mechanism and co-acting gates mechanism]

vi) Simple-to-operate user controls;

vii) Vandal-proof;

viii) Facilities to deal with any Health & Safety matters relating to the system;

ix) Ease of installation;

x) High level of reliability of all components;

xi) Low level of planned maintenance required (e.g. annual);

xii) Simplicity of maintenance activities.

Test criteria will be developed by NIR in conjunction with the successful applicant.
